100 years ago today: the Amending Bill had its third reading in the House of Lords but it is felt that the Bill will not be accepted by the House of Commons. Sir Edward Carson has been recalled to London for a consultation on the Amending Bill. Relations between Austria-Hungary and Servia are becoming increasingly strained which may result in “very grave developments” which leads the Vienna correspondent to ask: “will Austria-Hungary be forced to declare war on Servia?” Whilst the answer to this question is not deemed to be pessimistic at present, the situation is acknowledged to be serious.
